In recent years, the public health incidents happen frequently, which endanger mass health severely and impact the community greatly. It is the attentive problem of the governments and the public to improve the capability of emergency response. During the emergency response, if the emergency resource can be provided in proper time affect the result of the accident directly. So the emergency management and the related studies hold a main direction in the emergency management study area.Chapter 1 of this paper is a summary of the subject background, research purpose, content, and general structure.Chapter 2 makes a conclusion about the present research achievements related to the content in this paper from 4 parts, including urban emergency management, urban emergency management system, urban emergency resource management, and Ant Colony Optimization.Chapter 3 introduces the status in quo of the urban emergency resource management in our country firstly, and then analyzes the problem in details.Chapter 4 introduces the position of the emergency resource management system in the emergency management system firstly, then via object analysisâ†'function analysisâ†'business process analysisâ†'data analysis, finally designed a structure of the emergency resource management system. After that, the paper raises several main problems that need decision-making.Chapter 5 classifies resource firstly, then figured out a three- dimension model, after that, based on the position of the resource in the three- dimension model, analyzes which way should be used to ensure the resource for emergency. Finally, the paper analyzes the whole process from the resource information collection to information entry.Chapter 6 introduces the current achievement of the research of the problem of emergency material dispatch firstly, and then establishes a new mathematical model for the problem of emergency material dispatch of non constant material continuous consumption with multi-sites and multi-resources and multi-objective, and Chapter 7 will give out a good solution that based on ACO.At last, a conclusion and research outlook of the topic are raised.
