Rural cooperative medical insurance system is an important aspect of china's social security system and it is also an imprtant guarantee for solving the "three rural" (Is an abbreviation for all aspects of rural area, agriculture, farmers, etc. )In this paper, take the implementation of TongZhou rural cooperative medical insurance system as an example,it analyzes and researches the processes of collecting,storage, processing, extracting, transmission and summary information that is related to the new rural cooperative medical system through using the computer hardware and software technology.network technology and other modern means of communicative technology.Thereby the entire system is designed..Through the issue of the IC cards to replace the existing manual paper-based card authentication, the system has enhanced the efficiency and reliability.Through an increase of the middle applicational service layer,it change the original two-tier model into three-tier model.The middle applicational services layer increased to deal with load balancing the large amount of business data generated by complicated, so as to ensure the accuracy of data transmission and reliability.And it uses oracle stream replication to solve the synchronization issues between agricultural library of security projects' drugs' data and clinic projects' library data and solve the problem of heterogeneous databases as well.At the same time, this article researches issues existed in data processing and exchanging interface during agricultural security management business and medical institutions management business and put forward a more comprehensive solution.After more than a year of operating, the system designed in this article showed its improved efficiency in it's more stable and reliable operating than the original system. At present, this system has been put into use in 23 Tongzhou townships, covering a population of nearly 800,000, the average annual compensation business settlements amounted to about 40,000 times, the amount of compensation was nearly 6,000 million, the system is expected to reach the target.
