| Archives resource is the human precious social wealth, with the important role "the present depends on to know the ancient, and the later who rely on it to know today". China is one of the few countries in the world on the most serious natural disasters. Frequent outbreaks of natural disasters threaten the safety of archival resources seriously. It is an important and pressing task of archives to minimize losses caused by natural disasters and protect archival resource security. By building a comprehensive and systematic prevention mechanism of archives natural disaster.The thesis is divided into four parts. The first part is an introduction, it mainly introduces study significance, train of research thought and study status at home and abroad, research methods and the possible innovation.The second part mainly describes the theoretical basis for the construction of archives natural disasters preventive mechanisms. Archives are firstly described the connotation and composition of archives natural disaster prevention mechanism. Secondly, it analyzed the important role of prevention mechanisms. Prevention mechanisms is an important means of maintaining archives security and the key to promote archives department of emergency management ability. Prevention mechanisms also is an important content of the archives emergency management system construction. Secondly, it analyzes the archives departments to formulate prevention mechanisms should adhere to the basic principle, main have people-oriented principle, before principle, facts principle,operability principle and consistency principle.The third part is analyzing the current situation of natural disaster prevention of archives department. The archives department in the prevention process of natural disasters has made some achievements. Such as, the building of emergency plan, study and prevention work of natural disaster prevention for Archives are being actively carried out. But there are also many problems: weak crisis consciousness, unsound emergency management organization, imperfect contingency plans, incomplete legal system, lagging emergency technology and equipment, inadequate emergency supplies reserves, and so on.The fourth part is the core part of the thesis which elaborated the basic idea of the construction of prevention mechanisms from five aspects in detail. Firstly, strengthenning the construction of contingency plans for natural disasters to improve the planning of natural disaster prevention. Secondly, establishing a sound emergency management organizations to enhance the long-term of natural disaster prevention. Thirdly, formulating the legal rules and regulations to improve the standardization of natural disaster prevention. Fourtly, researching and applicating emergency technology and equipment to enhance the scientific of natural disaster prevention. Finally, increasing emergency supplies to enhance support capabilities of natural disaster prevention. |
