This topic from the perspective of China’s meteorological department informationization level as a starting point, Based on the meteorological disasters in Gansu province the informatization implementation of disaster prevention and mitigation work, implement a set of prevention, organizing, tracking and service functions of the meteorological disaster prevention and mitigation of the software system through the software engineering theory and technology.This thesis respectively from the technical research, business implementation and results of the study. Including technology will use the.NET platform for design and development of the used 2005 database as the data management system, through the WebService technology application sharing, implementation of Gansu province within the series of meteorological data and Shared services. Business implementation aspect, through the comprehensive information management, monitoring and prediction, disaster track management, emergency safety management knowledge, activities, communication, and other functions of disaster prevention and mitigation and disaster information release. Among them, the disaster will real-time tracking management to track and report the data of the disaster forecast management level will be released for the first time disaster, emergency safety management for the public to provide the best escape route. Research results and value, through the application of this system can damage happened before, in and after a series of data for effective management and analysis.After the system test, this system has the strong ability of business processing, system technology with advanced technology, stable system architecture, strong performance of the system, system function advantages such as easy to extend.
