Construction And Empirical Study Of The Index System Of Benefits To The Comprehensive Archives In China

At the present time, how to maximize economic benefits as well as social benefit becomes a powerful guarantee for winning in the competitive society. As a science and culture institution, archives need to keep pace with the times. So, with the development of the economic society, it has become a pressing problem that how to pursuit the optimization of archives' effectiveness based on users' requirements.At the first, based on the comparative analysis of the advantages and disadvantages of the existing index systems of comprehensive archives in China, This paper aims to construct a scientific and rational index system by choosing comprehensive archives as the assessment object. It is worth mentioning that this paper will combine the qualitative and quantitative methods to ensure the quality of the index system construction. Firstly, it will use the Delphi method to determine the elements of the index system, and then sort their importance. After that, it will confirm the weight coefficient by applying Analytical Hierarchy Process (APH). According to the above theories and methods, a preliminary index system of benefits to the comprehensive archives in China will be formed.And then, in order to examine the index system constructed above, this paper will choose seven prefecture-level city archives in Zhejiang province as samples to make empirical analysis. what's more, this paper will use statistical methods to deal with the data, which is emerged in the assessment process.In conclusion, from the viewpoint of users and benefit, this paper purposes to construct an innovative and reasonable index system of benefits to comprehensive archives for our country. On the one hand, not only could it go deep into the current situation of the archives, but it also can find out the problems and deficiencies which exist in actual practice of archives. On the other hand, it can provide decision-making for the archival administrative departments on the process of formulating a scientific, comprehensive and effective assessment for archives in the future, which will be helpful for archives'construction and development in China.
