With the vision of “Smart City” formally proposed by IBM in 2010, the concept “ITS” came into being. Intelligent transportation is the wisdom of modern urban construction of major projects and important for low carbon projects. The parking information query system is an important part of intelligent transportation management systems. Business and administrative services in a district in the city parking is very serious. Its direct consequence is increasing the void of traffic flow which leads to road congestion.In this thesis aimed to solve the situation of parking difficult at the concentration area of business and administrative services. The wisdom of the parking information system client based on Android is designed with the development of the popularity of smart phones and mobile communication network. The wisdom parking information query system used as a bridge between the user and parking area. It can display real-time information on the mobile internet which is different from the original displayed only under internet parking information spaces. Moreover, this system can navigate through the reservation and reasonable way to allocate parking loads, so as to achieve the objective of improving static traffic.Firstly, through surveys of users, intelligent parking and the Android development research. In-depth understand the current situation of the development of intelligent parking system and master the Android development process, as well as the client a detailed requirements analysis. Intelligent parking information query system is proposed to the client’s design goals into user management. Secondly, this system schema used C/S mode, in which data exchange between client and server is based on HTTP protocol. Then each client functional module and related database tables are designed. On this basis, to achieve the establishment of Activity.Java file to XML layout files documents control through the Eclipse development platform by MVC design mode. To achieve communication Activity between the completion of the design and implementation of the functional modules by using Intent.This clients system was tested which was based on the experimental conditions for the development of intelligent parking information query system. Test results show that the client can achieve the basic functions of the system and has good real-time performance and compatibility. As covering several cities parking spaces information service system handheld client, the client makes the channels of releasing parking service information more convenient and saving users’ time. It can effectively reduce the amount of additional traffic because of the blind to find parking, and improve the urban traffic congestion. It reduces urban environment pollution indirectly to a certain extent.
