As web service technology is using world-wide, resource as service technology become one of the most important means to achieve distributed, heterogeneous resources sharing. With web service, we can encapsulate and publish the access method of resources, such as database, software modules or even physical resources, as web services. By which we can provide the data access, software function or physical resources’ management function and reusing, sharing a wide range of resources. Because the network or privacy reasons, we might have to deal with some temporarily unavailable resources during the development. Resource simulation technology is the one to simulate these unavailable resources and provide similar actions as the original ones.This paper studied the current resource description methods, and proposed a new unified description model of resources, and provide its formal definition. Then we extended the OWL-S semantic web service description language, and provide the ontology based description method of our new model. Then we studied the generation and development of simulation resources, and a service composition method based on the Business Process Execution Language. Finally we provide the implementation method of a simulation resource integration and management prototype system, based on Eclipse RCP, BPEL Designer, Apache ODE and SoapUI. And demonstrates the running results of the system with an example of new resource process in the battlefield resource management system.
