Different computers are connected by the computer network, which realizes the communication between nodes and information sharing. As the network has become the trend of the future society, more and more new computer technologies related to network are coming out, such as Grid, Cloud Computing, Internet of Things, Service Engineering, P2P and etc. Although these new technologies are to solve problems of different levels, keys of these technologies are related to the Network Technology which regards the network resources management as the core content. How to find the nature of these technologies and abstract the common technology among them is one of the focuses of our research. Since technology is the outcome of human intellectural activity, we can try to study the nature of technologies from the view of cognitive psychology, deduce the common technology and then propose some innovative technical methods from the common technology.The contribution of this paper consists of two levels. One is the methodological level, we propose a new way to study computer technologies, that is to deduce the common technology in the view of cognitive psychology,then get some new ideas from the common technology. Another level is about the specific technology of network resource management. We propose a new method of network resource description, by which we give a service oriented network devices management system(SODM); We propose an improved P2P lookup model, NChord, which resolves the flaw of the classic Chord, improving the search efficiency;We give a new adaptive proxy based multidimensional resource discovery algorithm for mobile P2P environment, AMRM, which improves the efficiency of traditional wired lookup method in mobile network; We propose a new uniform resource delivery system, URDS, which can support multiple services resource delivery management with high scalability and compatibility.Experimental results show that the arithmetics proposed in this paper can effectively reduce the routing delay and improve the efficiency of resource discovery. Furthermore, software systems developed based on the engineering design of this paper are running well and have achieved good performance.
