With the development of social economy and accelerating pace of technology, the financial institution, the industry company and government agency have issued lots of cards which already be used everywhere in life. While being a necessary of our life, the financial card also brings a serious of problems:most cards just have a single application or a small number of one and the security of smart card needs to be improved. Nowadays, most financial cards in market are magnetic stripe cards or native cards which have a bad portability and little applications. In addition, a wide range of smart card standards are compatibility and cards follow the standard need to be online transaction which can’t meet with the cases when communication is difficult or need a quick transaction. But beyond that, the smart cards with traditional standard bring out false-cards problems easily.In this paper, we abandon the design of traditional smart card and our main aim is to design and implement a kind of smart card operating system based on PBOC2.0which also is combined with Java card technology to satisfy the market requirement for a smart card. We studied and did a deep research on the smart cards and its application. By comparing with the shortcomings of current Native cards, we design a smart cards operating system with cross-platform, flexible, multi-application, high-safety, convenient-payment and supports off-line transaction. We apply the card to city public transport. The design adopted by the international recognition and promote dynamic data authentication (fDDA) and can prevent false-card problem. They also combined with the fast dynamic data authentication in the qPBOC and can be done under the condition of the off-line certification process and transaction. The system is applicable to a single bus fares, single-deduction taxi and ferry which belong to application of electronic cash and it provides reference for the promotion and development for the financial IC card. By the end of the paper, we test the system to make use of JCOP plug-in in eclipse environment simulation test and verify the validity, applicability and reliability of the system work.
