With the rapid development of the computer network technology and digital information technology, Internet has played a vital part in people's daily life. On this condition, electronic commerce is developing rapidly. E-payment is the core factor and crucial process in electronic commerce and its security has attracted more and more attention of the people. The off-line electronic cash payment system has become the priority in the e-payment system due to its merits of anonymity and off-line. It is very important to deepen development of electronic commerce by implementing the secure payment via Internet.Presently, many systems with regard to the electronic cash payment have been developed. However, researches on electronic cash are in a phase of exploring and no mature system appeared in our country. In other words, it is necessary to enhance the theory research based on practice, so it is of great importance to develop an off-line electronic cash payment system with full functions. It is not only a method for research, but also a requirement to fulfill the extensive application of the off-line electronic cash payment system in our country.The work in this thesis is based on the project of national natural science fund of "Research on the secure payment protocol for electronic commerce", and focuses on how to implement an off-line electronic cash payment prototype system via the insecure Internet network. First of all, this thesis summarizes the status quo of off-line electronic cash payment system and related important theories, then describes the off-line electronic cash protocol based on smart card proposed in our project and analyzes its security. After researching on the related systems and protocols, this thesis proposes a system structure of the off-line e-cash payment with the thought of stratification, and describes the design and implementation flow of the system. In conclusion, we test our system under the circumstance of experimentation. This system implements all the basic functions of off-line electronic cash payment system, and improves the validity and feasibility of the off-line electronic cash theory from the point of view of practice. Furthermore, it will contribute dramatically to the realization of the off-line electronic cash payment system.
