In recent years, with the development of mobile terminals and widespread digital publishing, the domestic digital publishing industry is developing rapidly. Many traditional paper publishing enterprises have begun to explore the profit model in digital publishing markets in order to make strategic transformation. In foreign countries, many researchers help promote digital publishing industry’s development through the study of book resource fragmentation, resource reconfiguration and personalized publishing with combination of Business Process Reengineering (BPR) and effective Digital Rights Management (DRM) technologies. Meanwhile, the domestic publishing enterprises also develop the digital publishing markets to achieve the informationization of publishing process in part. However, most studies focus on the improvement of traditional processes, which failed to meet new requirements of digital publishing processes in the production and management of digital contents. And they cause disunity of data formats, nonfluency of data transmission, closed information channels, duplicated input, and so on. At the same time, there are some problems such as traditional publishing inertia, lack of related technologies and poor management in publishing enterprises, which make the publishing enterprises struggle on the way of reconstruction of internal resources and digital transformation, and unable to effectively take the advantage of existing resources. All of these restrict the development of domestic digital publishing industry in the background of mobile internet.In order to solve the problems related to information management, resource management and resource reconfiguration in the enterprises, and help them put forward the development in mobile digital publishing, this thesis proposes a novel digital publishing solution by analyzing present studies and applications of digital publishing at home and abroad with deep understanding of their opportunities, challenges and disadvantages. It studies the differences between traditional and digital publishing process, and evaluates the performance of digital publishing process using Fuzzy Analytic Net Process (FANP) in order to obtain the influence of different process on the internal performance. Some ways are searched to reduce the resource waste and management cost, and explored how to adapt the existing publishing processes to mobile digital publishing for the goal of "one processing, multiple publishing". Combining the resource reconfiguration theory, we reconfigure the resources in the enterprises and redesign the architectures and study the digital publishing process based on flexible resource reconfiguration in order to effectively allocate the resources of the enterprise and achieve highly collaborative operation. Furthermore, the whole process scheme applied in the field of mobile digital publishing is put forward, and the prototype of mobile digital publishing platform is designed and developed. By the test of the prototype system, it indicates its good performance in some key indicators such as page response time. The digital publishing process based on the resource reconfiguration studied in this thesis has the features of zero inventory, instant interaction and nonlinear reading, making up for the disadvantages of traditional paper publishing, which improves the ability for paper publishing enterprises to digital publishing enterprises, meets the new requirements to cope with the development of the mobile internet and give a positive reference to the development of domestic digital publishing industry.
