Digital publishing industry has taken a central role in technical service providers. In recent years, technical service providers continue to try to get involved in the field of content production, so the contradiction with the traditional publishing business has become increasingly prominent. In the digital transformation, traditional publishing companies are facing with the danger of being marginalized. Many large publishing houses and publishing groups are no longer satisfied with the positioning of content providers; they have begun to get involved in digital publishing. From the theory, all the main body in the chain of digital publishing industry --- content providers, technology service providers, platform operators, telecom operators, channel providers, terminal manufacturers have the possibility of integration of industrial chain. Therefore, as the main content producers of the digital publishing, only manage the content resources scientifically and rationally could help the integration of the digital publishing industry.The current distribution pattern of interests of industry chain in the digital publishing is not satisfactory. There are many problems. As the core area of the digital publishing, content providers --- traditional publishing companies have not occupied the dominant position. This study studies how to develop and make profit from the digital content to occupy the dominant position in digital publishing industry chain.Based on the extensive literature research and analysis, this study puts forward the theoretical framework. First, through large-scale questionnaire survey and case studies, from the industrial chain integration angle, this study makes clear of the current status of digital content management and fully taps the potential value of digital content. Then, puts forward the digital content management approach --- reconstruct business processes; build digital content management platform and innovate digital content service models. Thirdly, from the perspective of industry chain integration, the author proposes to build digital content management platform for knowledge sharing; innovative digital content operating mode, deepening the content. At last, realize the effective management of digital content resources and accordingly integrated digital publishing industry chain and thus shape the future of digital publishing industry --- the dominant position in the industrial chain.
