[Background] In recent years, as China’s increasing demand for health care and the hospital continues to expand, hospital information management has become a measure of overall quality and improve the hospital overall competitiveness of the important symbols. Construction of hospital information related to medical, nursing, medical technology, pharmaceuticals, research, finance, teaching, administration and other aspects of the business, which is the hospital administrative office automation, information technology and more important part, is to improve the level of hospital management and decision-making ability of the important means. The traditional way of office so that people spend a lot of time and effort to manually handle those complex, repetitive tasks, manual processing delays and errors, it should be removed modern management shortcomings. With advanced modern tools instead of manual labor, is undoubtedly the direction of development of productive forces. Office automation system change in the way the traditional office, is to adapt to the development needs of the hospital, but also conforms to the trend of technological development, therefore, for the hospital administration office automation system study is of great significance.[Objective] This study was designed to carry three hospitals in Shanghai office automation survey the current state of a three general hospitals and administrative functions of the office automation applications and their requirements, and factors influencing research, drawing on the same level hospitals of Shanghai Office automation experience, and understand the hospital administrative office automation system operation, problems, needs and its influencing factors, hospital scientific and reasonable administrative office needs to establish a compliance, efficient and secure office automation system to provide some empirical research basis to further improve the level of hospital administrative office management and efficiency, to achieve internal administrative office paperless, reduce medical personnel round, shorten the approval time, optimize workflow, allowing medical staff more time in the service of the patient, for the full the three general hospitals to improve the level of information to lay a solid foundation.[Contents and Methods] This study analyzed the three hospitals in Shanghai to carry out the current status of office automation, the three general hospitals administrative functions of office automation system construction, operation, actual demand and influencing factors were analyzed. These include:Shanghai now three hospitals to carry out the construction of office automation system, the three general hospitals in office automation, construction, operation analysis, functional and performance requirements analysis, factors analysis and application of improved analysis, etc. Through literature review, questionnaire survey and expert interviews, collect relevant data, for data analysis.[Results] The survey found that three hospitals in Shanghai have more comprehensive information system, the establishment of a dedicated information management department,82.14 percent of the three hospitals developed using OA system, developed in the form of a trust developed, accounting for 52.17%. The problem causes,63.54% of respondents believe that software development technology.The survey found that 25 percent of respondents believe that the hospital’s existing OA system runs very quickly,75% of that speed generally; only 3.13% of people think that the OA system operability is very complicated,71.86% think that the general level of operational complexity; 72.92% of respondents believe that the OA system interface in general, the other 27.08% of people think does not matter.Survey shows that, for hospital OA system performance requirements,47.92% of respondents considered efficient information processing capabilities, respondents believe that the hospital OA system and applications need to advance the level of main hospitals in the House leadership and middle management cadre.Survey respondents believe that the most significant functional modules were developed as payroll management, query, personnel files, and other documents circulated; work needed function modules were developed by circulation of papers, files, inquiries, loan, send and receive text management. OA system to promote the hospital within a reasonable process, may be appropriate to change the habits of some of the previous work, a lot of administrative work on the Internet to operate and optimize processes,81.25% of respondents said they are willing to accept functional modules.Survey shows that 79.17 percent of respondents believe that the hospital needs to be improved OA system administrator personal office efficiency, integrated treatment of various matters, to grasp the hospital business information dynamically expanded building needs in this area,81.25% of respondents want to hospitals to establish a wireless mobile office,77.08 percent of respondents hope hospital or at home, with access and use features.The survey found that OA system for hospital factors, from the user side mainly on the OA system usage and degree of awareness; From the technical development of the hospital network is mainly smooth and stable platform for the establishment and management of synergies; overall planning from the main aspects OA system construction is the unified leadership, planning and development needs of the collection; from the application as long as the management and policies, process optimization, reengineering and management of data security, confidentiality.[Conclusion and Suggestions] Through research, the authors believe that the current administrative office in Shanghai three hospital building automation system is still in its infancy, the penetration rate is higher, but not yet formed a unified, standardized construction and application mode; This three-level general hospitals in the administrative office lack of automation systems requirements analysis, functional use of the OA system is local, shallow, there is no increase in the number of advanced management concepts and methods; administrative office automation system’s performance in terms of basic needs are met; hospital wireless mobile office administrative office and remote office automation system is the future trend; hospital administrative office automation system involves many aspects influencing factors, such as users, technology development, overall planning, application and policy, the authors suggest:1、Incorporated into the overall hospital planning, strengthen organization and coordination, improve utilization. Hospital office automation development is inseparable from the overall planning, must be implemented step by step, in-depth management and constantly refined. If the lack of a whole thinking and vision, likely to cause a lot of unnecessary waste of resources. Emphasis on hospital office automation, we must first develop a scientific plan for the management first, combined with the administrative functions of management features, strategizing, scientific planning process, a clear implementation of office automation objectives, programs, procedures, conditions, features and other aspects of macro-guidance and organization and coordination.2、Office automation system construction should be the need to change, people-oriented. Office automation system itself is not the best and the worst for the specific circumstances of the hospital is the best. Combined with the actual work of the hospital, office automation system of the building is a continuous improvement project, you need to continue to meet the new demand. Hospitals should set up a special leading group office automation systems and working groups, according to the hospital overall planning, mining and the development of more OA system extensions.
