The world today is in the information age, the core and essence of information technology is the use of IT for manageing the enterprise information, to achieve the enterprise and external information sharing and effective use, in order to improve the economic efficiency of enterprises and market competitiveness. Information work in the healthcare industry, hospitals have been carried out for many years, large-scale hospital information program is relatively high, but many specialist hospitals and small hospitals, information technology program is not ideal, especially financial management restricted the development of the hospital research and development for its own financial management systems become the focus of the specialist hospitals.In this thesis, the idea of software engineering as a guide, the use of object-oriented analysis and design techniques, to develop financial management systems based on B/S structure for the specialist hospitals. The paper first discusses the research background and significance, as well as research status; demonstrated the feasibility of the system in terms of technical feasibility and economic viability. By a large number of investigations, access to the system’s functional requirements and nonfunctional requirement, including basic data set, certificate management, account management, fund management, banking, statistical reports and system management; non-functional requirements include external interface requirements, design constraints, security and reliability. After system requirements analysis phase, it discuss the design goals of the system, the network architecture, the software module structure diagram, and sequence diagram of the functional modules, database design and interface design.The practicability, high data security, need less funding to implement the system, which can be the majority of small and medium-sized hospitals to accept. The system changes the traditional financial management, financial liberation from the heavy work in the accounting, while the able leadership for the hospital management and decision-making to provide strong financial data to support, with considerable economic benefits.
