With the number of world cultural heritage promoting, Chinese world cultural heritages have gained widespread attention at home and abroad. The world cultural heritage brings huge benefit both in the economy and the people’s spirit. More and more people get aware of the importance of rational development of cultural heritage, and explore in cultural heritage monitoring and protection. The managers of the Suzhou classic gardens, Dunhuang Mogao Grottoes, the Palace Museum in Beijing and other Chinese cultural heritage, have been putting effort into the study of how to build the system of cultural heritage monitoring which is in accordance with their status and characteristics, with the current information technologies.In this paper, we design a monitoring framework of the Westlake Cultural Landscape, based on the related international and national standards, the domestic and foreign cases and the features of Westlake world cultural heritage. And with the study of GIS technology, we build a GIS platform to afford unified GIS service for Hangzhou City Gardens Bureau of Cultural Relics. Condition on the requirements of cultural heritage monitoring and protection, we create the system based on that GIS platform to monitoring and early warning of the West Lake Cultural Landscape of Hangzhou. The core of monitoring and early warning objects include city Lake space, the natural landscape, landscape pattern, the characteristics of plant, ten scenes of West Lake, the cultural heritage. All of those constitute the Westlake Cultural Landscape monitoring and early warning system, which provides information technology support to all kinds of monitoring, early warning, assessment, and protection.
