The Study On Issues Construction And Role Interaction Of H7N9 Flu Risk Communication

The development of science and technology has greatly promoted the progress of world’s economy and civilization, but its negative effects which have already threatened the environment, health, social stability also come at the same time. German famous sociologist Ulrich Beck point out that today’s world has become a risk society where risks across national boundaries and affect everyone’s life.In our country, the risks such as fog and haze, bird flu and genetically modified food which are related to the public health and safety of life events become the current hot issues. H7N9 which is found in March 2013 draws high attention in the past two years. What makes it different from other risk is that H7N9 flu causes disputes from many sides which are not conducive to solve and manage risk. Therefore, how do people that belong to different interests of all parties communicate in the risk society and reach a mutual understanding is the most important means to resolve disputes.This paper mainly analyzes the issues construction characteristics of H7N9 risk event and found that it is not only because the different interests cause dispute but it also has deeper reason, for example the complexity of risk itself, different understanding between scientific researchers and the general public, the government’s credibility problem and the growth of awareness of public participation. Based on the research of present situation and the reason of the risk communication in H7N9 flu’s event, the last chapter put forward some feasible strategies for risk communication in the future. Under the guidance of deliberative democracy, combining with the organized and de-organized communication to increase the public participation of risk communication and to achieve agreement on the whole society will help to solve disputes and better the risk management.
