Government, Media And The Public—Study On The Construction Of Transgenic Communication Issues

As technology increasingly goes deep into daily life, and technological risk has become more and more generalized, of which genetically risk was typical. How to deal with the risk of genetically? This article aimed at analyzing the government, the media, the public opinion from the perspective of social constructivism, the framework theory, reflecting the problems and relations of the three in construction of the risk issues, putting forward the corresponding countermeasures.This article selects the reports content of the People's Daily, the Beijing News and Sina Weibo's repots of “genetically modified ” between January 2012 and April 2012 as research object, adopting the content analysis method to investigate the risk of genetically modified of the government, the media, the public communication subject construction, analyzing the strategies and characteristics of the three construction, discussing the interaction in genetically modified construction of the three factors. The study found that government in transgenic construct communication issues mainly adopt the strategy of risk of genetically modified is the authoritative, multiple issues “to de-risking” rendering, the regulatory framework dominate. But risk communication is a complicated process, and in the interactive negotiations with the democratic system within the framework of public as center and multiple main body participation of risk issues for will is the key to the benign risk communication. The truth is debated clearer, through the risk issues for promoting social parties to the risk of mutual learning of knowledge, reducing the differences caused by the ignorance and misunderstanding of the main bodies. Only this could it to seek common ground while putting aside differences, opening to the rational scientific way for risk management. It also calls for that the government, media and the public could build a more constructive interaction.
