The Study On Issues Construction And Roles Interaction Of Environmental Risk Communication

Environmental risks have become the focus of government crisis management inrecent years, but the traditional crisis communication model can not deal with the gapbetween factual risks and public’s risk perception. And the perspective of riskcommunication gives us a way to understand the governance of environmental risks.Based on the existing study we can find that the mechanism of risk communicationincludes the definition of risk, discourse of risk, and expanding effect of risk. Withthe focus on the definition and discourse of risk, the paper will summarize them to thestudy on the construction of environmental risk issues.The dissertation will choose the event of haze weather happened in early2013as acase study, and analyze how the risk decision maker(government), the riskcommunicator(media),and the risk suffers(public) construct the environmental riskissues. Additionally, the thesis will examine the characteristics of different risk actors’discourse presented in the various issues, including the description, the cause and thegovernance of risk. The study suggests that the competition existing in construction ofenvironment risk issue, attributing to the failure of government discourse and the needof risk relationship reconstruction. Finally, this study points out the interaction ofenvironmental risk issues centers on the process of risk learning for seeking consensus.During the process of risk learning, different actors can acquire the ability of riskparticipation, and manage to self-correction, so as to reduce the gap of actors’ riskdefinition and achieve the goal for risk rational consensus.
