International Congress on Archives (ICA for short) is the most sweeping and influential international meeting for the world-wide archival field. So far, the deep discussions of ICA about archival issues have exerted abundant achievements and profound influences. However, the archival researchers and workers of our country haven’t paid enough attention to ICA, and most thesises about it are general introductions. Thus, in order to serve as a modest spur to attract attention of Chinese archival researchers, this article makes a deep study of the themes, achievements and influences of ICA. The whole passage consists of five parts.The first part of this article is "Introduction", which makes clear of the background, overseas and domestic research status, purpose. significance, contents, method, and the innovation point and distinguishing feature of research, as preparations.The second part is "Overview of ICA", which introduces International Council on Archives and ICA as well as the interrelation of them, and then introduces the time, address, quantity of acceding states and representatives, themes and achievements of the first seventeenth ICA in detail. Two tables are made to intuitively show the overall condition of the first seventeenth ICA, and top ten themes are selected and separated into six categories as "the Basic Theory of Archival Science", "the Utility Theory of Archival Science", "Applied Technology of Archives". "Historical Science of Archives", "Archival Education" and "International Archival Cooperation".The third part is the main body of this article, which consists of six independent contents(Chapter 3-8), named "Achievements and Influences of ICA’s Discussion About the Basic Theory of Archival Science, the Utility Theory of Archival Science, Applied Technology of Archives, Historical Science of Archives, Archival Education and International Archival Cooperation. It needs to be noted that the basic theory of Archives includes Archival Terminology, Principle of Provenance and the Theory of Life Circle of Records, and that the utility theory of Archives includes the Theory of Archival Appraisal, the Theory of Openness and Utilization of Archives and the Theory of Archives. In this part, the article makes a detailed review of ICA’s discussions on the six themes in the first place, and then summarizes the abundant achievements and profound influences of these discussions.The forth part of this article explores the timing characteristics and development tendency of Archival Science under the influence of ICA. The author summarizes the timing characteristics of Archival Science as more attention paid to the development of Archival Science, less imbalance in the development of Archival Science, tighter permeation of Archival Science and related discipline, closer connection between Archival Science and technology and more international cooperation in archival field. And the author also points out that the development tendency of Archival Science is the combination of disintegration and integration, which will lead "Small Archival Science" develop into "Big Archival Science"The fifth part is "Epilogue".in which the author analyzes the difficulties and shortcomings of the article, makes a summary of the whole passage, and calls on all the archival researchers to pay more attention to ICA. especially to the introduction and study of its themes.This article comprehensively uses literature research method, logical analysis method and data analysis method, follows a rigorous research approach as "from the surface to the spot-from the spot to the surfacc-combination of the surface and the spot", and abides by the logical sequence of "review and introduce"--"statistic and analyze"--"summarize and expand"--"explore and excavate". In a word, this article is thoroughly by the progressive principle of level upon level an layer upon layer.
