The population information resources is crucial valuable resources in all controllable resources as basic resources of a country. The public security department will further enhance the soft power of a country’s public security organs, and promote national the economic development and reduce social crime rates if the population management has been implemented efficiently. At present, the population information management system of public security is backward, social and government departments that can not reach the demand for demographic information. Meanwhile, the system with behind lines can not integrate other sectors of the population information resources, and achieve the transformation of a natural person information for the community people. Therefore, the design and develop of population management system has new safe and reliable and efficient operation becoming the inevitable need and requirements for the development of the public security department of information technology.In this thesis, the characteristics of the public security department of population management has been researched and the special needs of the public security department of population management which has been analyzed based on social environment of a large amount of population data and population management. The police population information management system has been implemented based on B/S mode. The population information management system has been divided into the data layer, the intermediate layer and the application layer. The intermediate layer and the interface layer have been connected through the data layer and application layer which will solve the problem of so much programming works, and improve the rate of the system to access the data storage data. In this thesis, the main function algorithm has been designed as code algorithm called code.cs file, then the optimizer algorithm has been used to improve the operating efficiency and stability of the system. At last, software development and database technology have been comminuted to improve the reliability and development of the system greatly. The research process of this thesis is as follows:Firstly, the content and process of floating population management system have been designed. The population data has been collected mobile, the system’s basic functions and performance which the system needed have been analyzed, such as the analysis of the system’s use-case situation, and analysis of the system data flow, and conducted analysis of the performance requirements of the system.Secondly, the overall architecture of the floating population management system has been designed, that include the overall design and functionality, performance, design, and network topology on the system model. The UML models of the system have been designed. And finally the database of the system has been designed which include the database table field information, ER diagram with stored procedures. The relevant business processes of data management for the floating population have been detailed designed.In this thesis, the public security population information management system had been designed to implement the basically business processes of the population information management. That will integrate data resources of the government of the population fatherly, and improve the level of information of the municipal public security information management of the population.
