The population information resources is crucial valuable resources in all controllableresources as basic resources of a country. The public security department will further enhancethe soft power of a country’s public security organs, and promote national the economicdevelopment and reduce social crime rates if the population management has beenimplemented efficiently. At present, the population information management system of publicsecurity is backward, social and government departments that can not reach the demand fordemographic information. Meanwhile, the system with behind lines can not integrate othersectors of the population information resources, and achieve the transformation of a naturalperson information for the community people. Therefore, the design and develop ofpopulation management system has new safe and reliable and efficient operation becomingthe inevitable need and requirements for the development of the public security department ofinformation technology.In this thesis, the characteristics of the public security department of populationmanagement has been researched and the special needs of the public security department ofpopulation management which has been analyzed based on social environment of a largeamount of population data and population management. The police population informationmanagement system has been implemented based on B/S mode. The population informationmanagement system has been divided into the data layer, the intermediate layer and theapplication layer. The intermediate layer and the interface layer have been connected through the data layer and application layer which will solve the problem of so much programmingworks, and improve the rate of the system to access the data storage data. In this thesis, themain function algorithm has been designed as code algorithm called code.cs file, then theoptimizer algorithm has been used to improve the operating efficiency and stability of thesystem. At last, software development and database technology have been comminuted toimprove the reliability and development of the system greatly. The research process of thisthesis is as follows:Firstly, the content and process of floating population management system have beendesigned. The population data has been collected mobile, the system’s basic functions andperformance which the system needed have been analyzed, such as the analysis of thesystem’s use-case situation, and analysis of the system data flow, and conducted analysis ofthe performance requirements of the system.Secondly, the overall architecture of the floating population management system hasbeen designed, that include the overall design and functionality, performance, design, andnetwork topology on the system model. The UML models of the system have been designed.And finally the database of the system has been designed which include the database tablefield information, ER diagram with stored procedures. The relevant business processes of datamanagement for the floating population have been detailed designed.Finally, the function modules have been designed and realized such as data acquisitionmodule, population data management module, personal office module, system managementmodule of the system. The basic functions of data querying, adding, deleting, modifying havebeen designed importantly. And a security module of the system has been established in orderto maintenance the data security of public security population information managementsystem. Meanwhile the testing and analysis of the system have been researched. The test ofthe system’s functionality and performance has proved that the population of the publicsecurity information management system has already been designed to achieve the expectedrequirements in terms of performance and functionality.In this thesis, the public security population information management system had beendesigned to implement the basically business processes of the population informationmanagement. That will integrate data resources of the government of the population fatherly,and improve the level of information of the municipal public security informationmanagement of the population. The research of construction and design of information management system for the public security population may have some certain research valueof the development for population information management.
