In various emergencies, the earthquake, sudden natural disaster, will make great harm to the public security of this country and the characteristics of sudden, destructive, social impact make the earthquake emergency rescue become especially important, from the defense of the earthquake to the rescue work and security work after the earthquake, they are the effective methods to reduce casualties and the loss of life and property. From the historical experience of earthquake relief, we can know,72 hours after the earthquake are the golden age of relief, especially with the constraints of aftershocks, complex environment and other factors, during this period how to rescue quickly, increase the rescue rate, distribute the supplies and rescue equipment is now the most important issue of seismic research.Currently, the study of the earthquake emergency rescue is concentrated on the development of contingency plans and emergency operability problems, traditional methods been used more common. The study of using multi-Agent modeling and simulation to the earthquake emergency rescue is fewer relatively, and based on this the article for the earthquake emergency rescue system. Then the paper make model of the earthquake emergency rescue system with complex adaptive theory and multi-Agent method, the entire system can be descripted as rescue Agent, rescued Agent, aftershocks Agent, Truck Agent, Disaster Agent, Storehouse Agent assign each Agent corresponding action and rules of conduct, define the interactions between the agent, realize the agent in Multi-Agent simulation tool Repast S using java language. The paper set simulation parameters and analyze the results of several experiments, by comparing the results obtained in different experiments, get the proportion of staffing and material rationing of fastest rescue and highest relief rate, it will provide the theoretical foundation of forecasting and decision support for the earthquake emergency rescue.
