Unconventional disasters occurred frequently in recent years, and large-scaleevacuation plays an important role in the emergency response process. Emergencyevacuation in urban scale is a complex issue of multidisciplinary, and computersimulation technique is an effective research tool. However, though dozens ofmicroscopic evacuation simulation model have been developed, they just cannot bedescribed within a general framework reasonably. Combined with the research ofintelligent transportation systems and building evacuation models, three kinds of factors,including the geographic information, personnel information and a logical framework ofevacuation models, are believed as the most significant elements to establish thisframework. It is necessary to bind the research of evacuation simulation with trafficsimulation in normal scenario as well.This paper presents a complete framework for the micro-simulation of evacuationbased on multi-agent technology. The framework consists of a geospatial module, anagent-based module, and a logical structure called4-layer behavior architecture forevacuation simulation. The geospatial module provides a dual resolution of roadnetwork structure based on links or lanes separately, a building structure divided byblocks, as well as auxiliary information including terrain and dynamic danger zonestructure. The agent-based module, which consists of agent entity, agent engine and dataacquisition, describes the dynamic entities in the virtual space, and provides necessarymethods to drive agents and collect macro data. Four-layer behavior architecture forevacuation simulation is a logical framework for build microscopic simulation model ofevacuation. It describes the evacuation simulation models as a hierarchical structure infour levels: sports, individual behavior, group behavior and social behavior. It ispossible to embed various simulation models of evacuation in theory using thisarchitecture, without considering the modeling of geospatial and personnel information.Using this framework, a prototype system is developed, known as the UrbanTransport Emergency Evacuation Simulation Platform. It is a program that designed forthe researcher of public safety, based on multi-agent technology and continuousstructure of road network, and with open library of simulation models of evacuation. Series of test experiments prove that the software is able to complete the following tasks:1) to build urban road network and personnel information with GIS;2) to build areasonable evacuation scenario as well as normal scenario;3) to embed a variety ofdifferent simulation models of evacuation;4) to run both the normal traffic simulationand the emergency evacuation simulation with determined model;5) to output themacro data in the process of evacuation simulation, and carry out the comparison andvalidation of the models easily.
