The first part of the paper describes the structure of the background and significance of the topic, research status and major research work, then describes the specific demand analysis of the Chengdu Railway Bureau fund transfer approval, internal fund transfer approval electronic surveillance system design goals, functional requirements, each functional block design, implementation process and key technologies, showing the parts of the system operating environment and results.
