| At present the civil medical assistance in Tai’an city mainly rely on personnel manual operation, the lack of computer software system to facilitate the operation, application and approval procedures cumbersome, grass-roots staff shortage, heavy workload, to a certain extent civil medical assistance funds issue time, so that part of the difficulties of the masses is difficult to get timely assistance. The difficulties of the masses "with the disease have no money to cure" the phenomenon more, medical rescue work after taking medicine rescue mode, which for some ill but cannot raise the difficulties of the masses of hospitalization expenses or hospitalization due to economic difficulties cannot continue treatment, it is difficult to enjoy the preferential policy of medical assistance. Based on this situation, this paper puts forward the development of the system. Through the construction of this system, the difficulties of the masses in the hospital medical treatment, in line with the policy can enjoy medical assistance cost, can realize the real time settlement. Real time settlement can not only have the disease but cannot raise the hospitalization expenses or hospitalization due to economic difficulties cannot continue to treat the problem solving the difficulties of the masses, reduce patient burden of medical expenses, and to improve the medical assistance funds payment, greatly simplifying the rescue program, reduce the grass-roots staff workload, improve medical aid effectiveness.This paper describes the design and implementation process of the management information system of civil administration of Tai’an city on Medicaid, first of all, the system development background, significance of the system development are given, and then the system needs analysis, functional requirements of visualization using UML use case diagram of the system; based on analysis of system requirements, selection of technical system architecture the analysis of the deployment of the system, structure, and design the function of the system architecture, using class diagram, sequence diagram and so on the way to describe the function of the system detailed design; design of system database, and the design of the database table structure; coding of the system, function interface implemented by the Department, and part of the function gives the realization code; finally, the integration of the system function module, to test the system, the system function test case, the ultimate realization of a available to meet user needs the civil merit and caresses the Medicaid Management Information system.B/S structure system is adopted,using Struts framework for the development, use SQL Server 2008 database system as a database manager, implements this object set of basic information, the special care and Medicaid Medicaid grant, special care settings, system basic information maintenance, information statistics and analysis, information dissemination and management system design and user permissions and other functions.
