After the exposure of "Prism program" what is used for global monitoring by the U.S. government, our country raise awareness of information security to a new level. More than 95% of vehicle used GPS system for navigation and positioning in our country, and it’s easily to locate in Google map. The leak of vehicle information will be a serious security risk for most users and special department of country.In this paper, I designed a vehicle location monitoring system by China’s Beidou navigation satellites and Baidu map. It will locate the target vehicle’s position anytime and anywhere in real-time monitor by using the browser. This system solves the problem of lack of vehicle’s information, but also ensures information security.Based on the application of system design, this paper selects suitable positioning terminal hardware for service objects. With the application tools such as the JDK, SQL Server 2005, Myeclipse installed in the PC, application tool, this simulation design is completed by the software of JAVA language and realizes the normal operation in the system.This topic uses the big Dipper positioning terminal for achieving the information of vehicle motion and extracting the needed information of longitude, latitude and time in the web server system, and then through the GPRS network for translating information to the database server. We use the SQL Server 2005 database system to storage the real-time vehicle information. And web server reads and publishes the saved positioning data of the SQL Server 2005 system through the dynamic web pages compiled by Myeclipse, and then displays the trajectory of the vehicle with using the Baidu map at real-time. After loading the browser client login system, privileged users can get the state of the vehicle efficientry, fastly, expediently and achieve the purpose of monitoring the vehicle at real-time.In this paper, excellent results can be achieved by testing the vehicle with using the monitor system. However, System design has yet to be further researched, a number of subsequent development need to be addressed. In practice, continuous improvement, enhanced functions, will bring great convenience to the regulatory functions of the vehicle.
