The development of the TD-LTE communication technology is a major revolution in the communication industry, and it has brought much more comfortable experience for people in communication. TD-LTE base stations are basic units when providing service, whose running status is related to the quality of entire network service, so it has long been regarded as a core work by operators. Evaluating the TD-LTE network running status effectively and positioning the problems of base stations timely and accurately have always been a principle concern of each mobile operator.This paper designed a set of base station monitoring and health evaluation system for a China Mobile’s municipal company. The system helps the company understand the TD-LTE network’s real-time running status, accurately monitor alarm and health status of entire network and the base station, and find out problems in the operation of the network in time and accurately position problems of base station through the entire network health level and health value of the base station change, so that the operator can timely arrive at the base station of the failure to maintain and repair, improving the quality of TD - LTE network and customer experience. Based on Huawei, ZTE’s 3G and 4G system equipment alarm data, this paper evaluated health situations of the entire network and all base stations. The monitoring and health evaluation system of TD - LTE base station consists of data processing module, database module, the entire network health level evaluation module, the base station value evaluation module, rendering module, etc. Data processing module mainly complete TD -LTE base station alarm data preprocessing function. Database module mainly stores pretreatment information and the evaluation of the health information. Rendering module is the human-computer interaction interface, based on staff needs, mainly complete alarm and health evaluation of display at different times and different base stations. according to business requirements, cut module establishes the health assessment index system with a variety of methods to evaluate. According to the evaluation results, the author finally combined the fuzzy comprehensive evaluation method and evaluation method of neural network, based on which to locate and alarm those base stations with designation problems. This system development platform is VS2008; health assessment modeling platform is Matlab2012b; and database is SQL Server 2008.The TD - LTE base station monitoring and health evaluation system designed by the author has been implemented for more than 5 months and tested stable in a municipal company of China Mobile. Running results have proved that all modules were accurate and reliable. As the test statistics suggested, the health evaluation module was more than 90% accuracy; the evaluation time was within 6.5 seconds; base station health value evaluation time was within 0.5 seconds. The system could always accurately and timely find out the network health problems, and correctly evaluated major hazards for many times, which met the requirements of mobile companies. This system has a certain theoretical and practical significance.
