As the telecommunications market competition intensifies, and in the face with the pressure from market, customers, competitors and the development of their own, in addition of user’s sensitivity for the quality of telecom value-added services increased, telecom operators must effectively improve the value-added services product quality, and continuously improve service quality in order to enable users to maintain a high degree of loyalty, which will enable operators to maintain competitive market advantage.In order to ensure that users use the network to get the most satisfactory results, operators need to control and monitor the actual user experience when using the information business, as a reference for business to adjust the product, so as to continuously improve service quality. Ability to effectively use the user experience and user satisfaction to guide product optimization, is the key for enhancing the operation and maintenance of telecom value-added services.This paper discussed the establishment and application of QoE evaluation system for the telecom value-added service, and mainly studied how to map the objective functional indicators (covering the internal composition of the business and related network configuration, etc.) into a reasonable subjective non-functional perception(characteristics that business externally visible, can be user understand) in a business life cycle, helping telecom operators to access to QoE information timely and accurately, and guiding the optimization and adjustments for telecom value-added services.
