As the earliest form of “TV politicking” with a fixed shape and organizationalstructure, Wuhan TV launched ‘TV politicking” in2011, soon the program quickly setoff a wave of television politicking craze. Many capital city and small towns have alsoactively launched related TV column to set up media public sphere. It is clear that thegeneration and the development of television politicking is not only an innovation of TVprogram’s content and form, it is also an innovation of government transmission. In thispublic sphere, government-media-public interact directly with each other and jointlysolute public affairs.After several years of development, TV politicking program has formed stationaryshape. Through innovations in content and form, the program set up an open, pluralisticpublic-private consultative platform for the government and the citizens. This articlewill take Wuhan Television’s " TV politicking " program as a case example, combinedwith Habermas’s theory of public sphere and Foucault’s discourse theory to analyze theconstitution of the program from the aspects of topics, discourse subjects, discourseexpression and discourse mechanism. Besides, due to the situation that the current TVprograms have not formed normative political mechanism and effective feedbackmechanism, this paper also provides some references for future development of mediapublic sphere including strengthen media interaction, enhance citizens’ media literacyand establish multilateral monitoring mechanism.
