The Concept And Strategy Of Government Of Constructing Public Discourse Space Under The New Media Environment

In today’s China under the background of new media, the modern cultural media and modern political democratization is gradually revealed, and interact with each other, and bring the significant influence to the society and change. With the establishment of the civil society in China, development of diversified culture, citizen consciousness constantly strengthen, political discourse deconstruction, media publicity are reflected, Chinese public discourse space have further established and developed. By the emergence of new media represented by Internet, the public right of discourse expression is rebuilt, and new media as public discourse platform is possible. Many emerging network communication form the emergence and development of the political power from the power class and elites to the masses of ordinary people. Participating in the public discourse space for government is not only the public dialogue request, also is the need of government management. In recent years, our government is increasingly using new media to participate in the emerging field of dialogue, but at the same time in the public discourse space also showed a certain degree of absence and offside, which is not conducive to the public dialogue. Under the new media environment, the government will lead to public BBS non-existing and the loss of public discussion meaning if block or away from the public dialogue. So the damage is not only the discourse rights to citizens, but also the government’s credibility and the democratic process in China. Today whether the dialogue between the government and public is fully and effectively in the field of new media and whether the dialogue is consistent with the ideal construction of public discourse space, are worth our further inquiry.What we discuss in this paper are the government’s use of new media, the public discourse space to build relationship with the government, as well as in the government and the public media platform of interactive communication. In this paper, we first discuss the background of the new media and the construction of public discourse space, with the aid of communication studies, sociology, political science theory. And we analyze the relationship between government and the new media of public discourse space. Combined with the present situation of our government to participate in the new media, we also analyze the main problems of the government in the public discourse space construction of and the significance of public discourse space to government administration. At the same time, we put forward some suggestions and thinking for our country government how to better participate in the public dialogue.Under the background of new media, the public discourse space is through a rebirth. We need to reconsider significance of this area for the government, and people. At the same time we need to consider how to make this area more ideal and perfect as far as possible.
