The Design Of Xi’an Digital Urban Management System Base On GIS Platform

With continuious accelerating pace of urbanization, more and more population,resources, transportation, environment, public services concentrated in the city, andthe city complexity presents the features of multi dimension, multi level, multistructure and multi system. The previous city management method of extensivemanagement, passive management, assault management, machinery management hasbeen changed; the digital urban manangement method is adopted, informationization,refinement, standardization and scientization of the city management is realized, thequality and benefit of city management and comprehensive service leble iscontinuously improved, and it gets more and more attention from the governments atall levels and the domestic and foreign scholars. Geographic Information System (GIS)is the emphasis and difficulty of realization of digital urban management, and also isthe technical support of digital urban management system. The organization of digitalurban management GIS platform, not only can let the city geography informationsimply and fast show in the space level, but also could provide help for the deepdevelopment and use of above infromaiton.This paper takes Xi’an digital urban management system as the basis, takesArcIMS software as the tool, designs the structure of GIS platform system of digitalurban management of Xi’an, and points out the relationship between GIS platformand the operational module of digital urban management system. This paper dividesthe GIS platform digital database sources into city events, citycomponents, unit griddata and so on, formulates the code format and requirement of the data, andestablishes the basic geographic information database of the GIS platform, grid andgeocoding database, event database and component database. This paper divides GISplatform into user interface layer, business logical layer, and the core layer, takesArcIMS softwars as the basis, puts forwards the realization methods for every layer.This paper divides GIS platform into map zoom, map control, distance and areameasurement, address inquiries, information inquiries, designs and realizes these tools.Finally, this paper measures the degrees of fusion of address inquiries, map zoom,map control, information inquiries, distance and area measurement with otheroperational system of GIS platform, explains the GIS platform with reasonablestructure, perfect function, closely connect with all the operational system of digitalurban management system, provides technical support and security for enhancing theeffectiveness, scientificity, normalization of digital urban management system.
