The rapid development of information technology led to the pace of informatization of various sectors, and urban management is also converted from the traditional way to digital management mode, thus it forms a research branch of digital urban management. Innovation of mobile Internet technology enables mobile terminal fast becoming necessary equipment for urban management officers to complete the daily urban management work. Digital urban management system fully introduced information technology and mobile communication technology, and it flexibly divided management grid to make slice management of city parts and urban management event based on urban digital maps and geocoding feature. System is with on-site law enforcement and public service hotline as an information collection channels and law enforcement centers as information processing and control centers, then urban management personnel in each area of city complete the maintenance and management of the city parts, and they are responsible for handling all types of urban events, finally a city's comprehensive control system with a set of urban management and public services in one is formed.Digital urban management and mobile law enforcement system based on conceptual model of digital urban management system is a customized system to serve the urban management law enforcement. Its main purpose is to facilitate law enforcement to complete law enforcement tasks and publish law enforcement basis through the mobile Internet remotely, and it's used to the unified management of law enforcement tasks, and it can handle a range issues in the process of law enforcement in a timely manner. The system uses mobile phones and tablet PCs and other mobile devices as the carrier, 3G / 4G and Wifi as network communication technology, satellite and mobile base stations as the main positioning means to complete daily management of city resources and affairs through unified coding and marking of all kinds of the city parts and events.This paper analyzes and studies on the design and implementation of digital urban management and mobile law enforcement system, and the use of core technologies is including mobile Internet technology, Web GIS technology, workflow technology.Thesis describes the research status of urban management and mobile digital enforcement systems and related technology, and it analyzes core business processes of the digital urban management, as basis system requirements are analyzed in both functionality and performance. The system is divided to enforcement platform subsystem and law enforcement terminal subsystem from the application point and design were carried out. Law enforcement platform subsystem is as information processing and control center, and the mobile terminal subsystem is as important media for law enforcement officers to report information and verify information. Paper introduced layered architecture style using Socket communication, then it gives detailed design and implementation of each subsystem and module, and it gives the core algorithm design, logic design processes and core classes and so on. In order to verify system availability, the test section of the paper makes a detailed test for functionality and performance requirements of the system, and the results show that the digital urban management and mobile law enforcement system has achieved the desired design goals. It is running on line in some cities, and the operating results are stable and reliable.
