Study On Media Early Warning For Typhoon Disaster (2001—2010) Under The Path Of Big Data

China is one of the countries where typhoon landed the most frequently and its disaster hazard the most seriously. Since ancient times, humans are trying to forecast, warn and prevent typhoon. As an important part of an social early warning system, media organizations should put typhoon disasters as an important early warning object. Media organizations have vast amounts of information of all types of emergencies including typhoon disasters, also has the ability to further collect more emergency information. If the aforementioned "unstructured","semi-structured" data can be "structured" treatment, it may be more clearly to analyze the evolution of the risk of all types of emergencies including typhoons, and thus media can play a more effective early warning function.The introduction part of this paper discusses the practical and theoretical significance of this study, combing the related research achievement of typhoon disaster emergency management at home and abroad, the typhoon disaster warning and media early warning, also including technology supporting this research path-big data, and presents the methods and innovation of this research.From the perspective of the theory of risk society and the media early warning concept, the first chapter analyzes the risk and harm of the typhoon disaster and compares the similarities and differences between the typhoon warning and forecast, and then emphasizes the necessity of the media warning of the typhoon disaster. At last, it expounds the feasibility of media warning of typhoon disaster in the viewpoint of concept, legal system and technology.On the basis of project overall planning, the second chapter introduces the standards and rules of media creating the typhoon disaster database, which includes the organization form of database, the written rules of forms, as well as the method of data collection and acquisition provision of proofreading.The third chapter discusses on media of typhoon disaster data mining from three dimensions. One is the law of the basic elements of the typhoon disaster, including the analyses of time regulation, spatial pattern and fireworks laws about typhoon disaster. The second is the influence of the typhoon disaster to the national economy industry. The last is the influence of typhoon disaster to social management. This chapter is the core of the whole article.The fourth chapter discusses the realization of the typhoon disaster warning in the surrounding of big data. It introduces three methods for the typhoon disaster warning, which is the primary early warning, derivative early warning and probability-based early warning, and then puts forward related strategies of media of typhoon disaster warning.On the basis of the study, the conclusion puts forward the corresponding suggestions and prospects to promote the media early warning ability from three aspects, including the concept, system mechanism, the legal system and talent cultivation.
