The article is the natural science fund project of Gansu province named "Grassland Disasters Emergency Decision Support System in Gansu Province" part of the contents. Through the historical disaster data collection of grassland in Gansu province, clearing the status of grassland disaster, with reference to the standard classification of the disasters early-warning issued by meteorological bureau, construct a classification system for the grassland disasters warning in Gansu province. On this basis, using computer network technology and GIS technology, we developed grassland disasters early-warning information system in Gansu province in order to provide the relevant decision-making information services.With the rapid development of the distributed computing technology, object-oriented construction techniques and computer network technology, the internet become more and more popular in the social life, emerging WWW combined withGIS--WebGIS which has been rapidly becoming the most important direction. Thesurvival and development of mankind depend on the grassland which is a kind of renewable natural resources and the important component of terrestrial ecosystems and which plays an important role in sustainable human development. However, the degradation of grassland and the frequency of grassland disasters decline grassland regeneration capacity and productivity. Using computer network technology, database technology and GIS technology, we constructed the grassland disaster early warning and decision support information system, which could process and manage the grassland disaster information, through analysis, evaluation and decision-making of grassland disaster factors in order to provide accurate feasible solution for disaster prevention and response have important guiding significance.This paper studied the architecture of WebGIS, technology and related knowledge based on grassland disasters early-warning information system in Gansu province. Through analysis, we chose the system of B / S model and divided the system into presentation layer, application service layer and data layer. From a technical level, the application shows the feasibility of the system. In this paper we presented the solution of grassland disasters early-warning information system in Gansu province based on WebGIS, made the overall structure of the system design, functional design and database design, designed and developed grassland disasters early-warning information system in Gansu province based on design of the above ideas and technology roadmap.We chose domestic advanced SuperMap IS.NET development platform combined with ASP.NET 2.0 components and JavaScript technology developed website. The system based on SuperMap SDX + space engine technology, space data is stored in SDB (SuperMap Objects Spatial Database) engine, and attribute data is stored in SQL Server database through the ADO.NET 2.0 data access. Based on Map Service, the system realized functions such as map browsing, interactive map and attribute information inquiries, GIS spatial analysis, user rights management through WebGIS technology.
