In recent years, with the changes of climate and environment,our country floods have occurred,resulting in the loss of water and soil resources,road bridges and other public facilities damaged,or even a direct threat to the safety of people’s life. With the increasing emphasis on environmental protection and the development of utilization of water resources,it is necessary to establish a perfect channel data acquisition and early warning system to monitor and collect data,analyzed the variation of hydrology data,improve the quality of hydrology work,provide scientific technical means and decision-making basis for the prevention of flood damage,improve the the safety of people’s life and the normal order of life.With the changes of climate and environment,the channel data acquisition and the role in social production more prominent,in the area of disaster prevention and early warning,we use geographic information technology,by providing comprehensive information management,including channel weather forecast and disaster simulation,make the river management more scientific and reasonable,decrease the disaster happen,through the disaster simulation to provide the necessary way to escape,rescue,reduce the losses.Taizhou,one of China’s coastal cities,which is located in the middle of Zhejiang Province.The overall drainage basin covers nearly6600kilometers.The development of channel data acquisition and warning system is of great significance for Taizou’s water conservancy and safety.And this paper studies Taizhou’s channel data acquisition and warning system.The paper first elaborated the Taizhou river data acquisition and early warning system project background,then discussed the importance and significance of the project,the relevant technology and development methods;this thesis discusses Taizhou river data acquisition and early warning system of business objectives,through flow diagram,use case diagram description and system implementation process,in the aspect of system design,elaborated the system design of the overall design and modular,including river basic information management,information management.special channel management,channel real time rainfall warning criteria,river early warning information management,river early warning standard management,river early warning release management,departments and personnel basic information management,system management.the eight function modules,package diagram are described at the same time,given the system sequence diagram shows the relationship between the design of the functions;finally the system overall process are summarized,and the main work I served in the system,and the following work are described.
