China is a country with frequently typhoon disaster, coastal areas are suffering from typhoon every year, which hindered the social and economic sustainable development. So, study for the typhoon disaster system and work for the typhoon disaster assessment,has very important significance on scientific and effective platform for disaster reduction resistance. This article assessed the ability to resist platform for disaster reduction focused on Fujian province and developed a reduced decision support system to resistance the typhoon disaster which is based on the fully theoretical research of typhoon disasters and related evaluation work.From the theoretical research of the system of typhoon disastersthis article made areasonable division for typhoon disaster risk assessment, which is focused on the related evaluation work for the disaster reduction ability of Fujian province.From the viewpoint of system theory, this article analyzed various factors which would affect the ability to resist platform for disaster reduction in Fujian province. The Analytic Hierarchy Process (AHP) was used to filter the choosed influnce indicators and establish a scientific and rational platform for disaster reduction resistance comprehensive evaluation index system from following four aspects, the ability to resist station engineering, monitoring and early warning, disaster relief and social ability. The Principal Component(PCA) was used to empower many evaluation index objectively, and to establish the comprehensive evaluation modefor against disaster reduction in Fujian province, which was based on set pair analysis method In the end, completing the quantitative evaluation analysis to against disaster reduction ability. Combined with the actual typhoon conditions, the assessment result couldreflect the present status of disaster reduction objectively, which guided a new direction for relief work of the province in the future.According to the needs of departments and the industry, a resistance to the typhoon disaster reduction decision support system based on WEBGIS was developed,And the modules of the typhoon query analysis, typhoon disaster assessment, early warning issued several functionwere designed,which provides a scientific, convenient and fast decision support for related department of resistance and disaster mitigation., achieving the goal of guidance for disaster prevention and reduction of real work.
