RIS (Radiology Information System) is a computer information system based on working procedure and task-executing process management of hospital radiology departments and medical imaging departments. Its main function is to realize the computer and network controlled management on general medical imaging examination flow. PACS (Picture Archiving and Communication System) is a product of the combination of clinical medicine, medical imaging, digital imaging techniques, and computer and network communication technology. HIS (Hospital Information System) is a huge database application system of a mixed modularized structure of both Client/Server and Browser/Server, which is used to manage hospital information and organically integrates Management Information System and Clinical Information System. This paper based on the analysis and design of Radiology Information System(RIS), which is workflow-based, internet environment and following DICOM(Digital Imaging and Communications in Medicine)standard. Firstly, the real workflow of a Radiology department in a hospital is studied. With the analysis and study of existing achievements, three-layer Brower/Server system architecture is employed in RIS based on Java and DICOM. Secondly, three key techniques in RIS: Comunication mechanism in RIS, the MWL/MPPS service and one better model-Compatibility for non-DICOM modality are discussed. Thirdly, by analyzing medical information exchange standard, an integration model is presented for different hospital information systemes (RIS, PACS and HIS). Finally, all modules of RIS are demonstrated and evaluated with their applications in lab and hospital.Our solution solved the problems of acquirement, display, transfer and management of medical images, and updated the methods of hospital consultation, filing archive, as well as office administration and scientific research and teaching. This system realized digital, networking and film-independent modern medical imaging diagnosis and management, remarkably advanced diagnostic quality and work efficiency, reduced medical costs, and relieved patient’s economic burden. It can achieve our anticipated goal and proved applicability of the method and technique used. It is of advisable significance to the digital progress in other hospitals. Otherwise, the system offers several advantages over more traditional RIS: It is easy to install and maintain, is platform independent, allows images to be manipulated and displayed efficiently by using the Applet embedded in the Web browser, and is easy to integrate with existing system that are already making use of Web technologies. The simplicity and flexibility of Internet technologies makes them highly preferable to the more complex RIS workstation.At present, the mainstream of medical informatics development has changed from traditional film-based radiology management system to digital informatics system. RIS, PACS and HIS together forms the information environment of medical imaging in hospitals and provides swift and efficient support of radiology and relative information for the diagnostic process and medical management in hospitals as an important part of the general hospital information progress. The realization of information exchange among HIS, RIS and PACS is the key to the achievement of tele-consultation and common sharing of image and text information, which will provide the hospital with full capacity to share medical imaging diagnostic information and reliable technical support and guarantee for the elevation of general hospital efficiency and the extension of medical service range. Research on digital hospital information management system, which not only conforms to international standards but also adapts to local realization environment, can improve the general diagnostic level and medical service in hospitals and accelerate the development of digital hospital construction and medial informatics.
