Harbin Railway Bureau Housing Asset Management System Design And Application

As the increasing demand of the Transportation of China Railway after thereform and opening-up policy Railway informationization has started. Computershave become the essential technical tool for the transports, production andorganization and management. Informationization is the key link in the process ofupgrading the railway industry and the modernization. Housing assetsinformatization is the important technological supporting to realize railwayleap-forward development. Housing assets management informationization is theuse of housing assets management information system to establish a database of allassets, which realizes the electronized, digital and networked management and rapidoperation of the property.Bureau of Railway of Harbin (“HRB for short”) takes charge of220,000apartments which are under the outdated and simple management, including Exceland paper recordings. Most of the housing managing departments are still in manualoperation and simple spreadsheet phase. Property department, the displacementdepartment and the maintenance department all have a parameter data, since differentdepartments do not share data, the housing department and and the financialdepartment have different machine account, the descriptions of flats are conflicting,which causes the disconnecting of the information and the influence on propertymanagement. Further on it affects the economic benefit of Harbin Railway Bureau.Facing this situation HRB is badly in need of an informatization platform which canrealize the informatization of the property management and the information sharing. In the first part of this paper we research on the current situation and theoperation of the HRB property managing system. Aiming at the need of Harbinrailway bureau housing assets management and research on the characteristics ofHarbin railway bureau housing assets management and working process, we realizethe housing production division and unified definition management. Based on theresearch of the housing property management information system we determine thatthe whole system are built up by asset management, land using management, housingproperty charging management, property management, maintenance management ofwater-supply, heat-supply management, equipment management, materialmanagement, and other parts, and combined with the complexity and diversity weidentified the housing assets management information system developing method,further on it proposes solutions to it.Then this paper discusses the framework of software and hardware which HRBwill adopt, in combination with the housing asset managing features of HRB,considering various factors, it proposes the complete software structure, hardwarestructure of system and network plan, lay a foundation for the implementation of thesystem. On this basis, housing assets management information system is designed. Itdescribes the system framework, function module design and database design andimplementation.Finally this paper describes the testing of the system after completion, thecommissioning and application situation. Through the implementation of the system,it greatly improves the efficiency and managing level and it realizes the sharing of theaccurate and transparent property registered information. It also realizes the statisticalinterpretation, inquiry, printout of the data. All of this will lay a solid foundation forthe other software development. It also provides accurate, timely and reliableinformation for the leaders to make decisions. It also has practical significance.
