With the introduction of the new-type urbanization and increasing improvement of residence protection system, housing construction has become a key problem to the government. And “Home Ownership Scheme” is also a basic standard to create a harmonious society. With the increasing of housing number, more and more information is produced among all sorts of residential management and housing construction process, which ended as a huge task to the management department where handwork has a low efficiency and high rate of mistakes. To guide a moderate development of the local commercial residential building, and to supervise the construction of low-income housing projects contrapuntally and enhance its level, the local government has to master housing information timely.This system takes the investigation and research of urban residents’ housing condition of Haidong and the new district of high-speed rail as basis. By means of diagnosing the composition of urban household population, construction type, the living space, age limit and quantities of construction, we got all the essential residents housing data of this area. This paper establishes an electronic system to archive housing information so as to master residents housing data in this area. Aiming at the research of the work flow of management analysed by Haidong Real Estate Board, it achieves an automated administration to information registering, property transaction and management of title deed. It also realizes the management to the application,verification, allocation checking in of the security housing and dynamic monitoring to the progress of all kinds of construction projects. Besides, this system allows data collection, investigation and analysis. By reporting data level by level, it can realize the unified management to all the housing information which also can be shared by all the departments in the city.Guided by the theory of managing and developing the modern information service, combining the actual demand of managing urban residents in Haidong, the writer developed this system. And according to clients’ require to the development-language, this system has been developed under Microsoft with VB, a relatively mature technique while using SQL Sever 2012 as the backend database. Via analyzing clients’ requirement, developing platform architecture, database design,entirely design the whole system and detailed design of function module, the systemis a complete set of urban residents management. This system establishes a whole urban residents housing information resource library for the local government by offering housing resource service of urbanization construction and offering theory evidence to construct indemnificatory housing scientifically and reasonably.
