Since the Network Time Protocol (NTP) invented in1985, through several years of enhancement, is now running on millions of network equipment, and became one of the most important basic network protocols. The NTP protocol has several advantages:one is that it can avoid the timestamp reversal problem through its algorithm. Now, it is giving long-term accurate time service to hundreds and millions of servers. The time-sources of the NTP servers are mostly the GPS to assure the time accuracy. But in the mean-time, more and more equipment are raising demands to the time synchronization, from the accuracy from seconds to milliseconds. The numbers and the accuracy are rising in the same time. These situations raise very harsh problem to the current infrastructure, including hard to setup and manage, and difficult to find the problem when the network time system goes down. And also the NTP server is expensive and it is not possible for many information center to equip several NTP servers to raise its time accuracy.This paper raised a newly designed network time system that is based on DNS and SNMP protocol. It has the following advantages:1) it is designed to be used in a large scale. It employed the source-address route technique to distribute the network time server, which can assure the best accuracy.2) It is the first time that NTP is combined with SNMP to make the service be monitored and managed. We developed the NTP-SNMP software to make this.3) We designed an embedded NTP server that can distribute time in high accuracy and low cost.4) This system also include a platform that monitor and manage the NTP service based on an NMS system. Network manager can get accessed through WEB service.This paper detailed the develop procedures of this system, and used several techniques to build the whole system. Because of the standard communication protocol in this system, the whole system can be updated without pain, and updated easily. The test to this system can be done through standard tools.
