This paper aims to reach an optimized balance between simulation effectiveness and simulation costs and increase the effectiveness and efficiency of modeling and simulation activities continuously by developing an operable method for managing the process of modeling and simulations based on fidelity. The rationality of the provided method was verified by a case study.Firstly, concepts of the objects of process management including fidelity, simulation effectiveness and simulation cost were clarified and the three objects were divided into different dimensions separately. Relation between fidelity and simulation effectiveness and relation between fidelity and simulation cost were described. Based on above the meaning of the goal of process management and the conditions of realizing the goal were analyzed.Then, the framework of managing the modeling and simulation process based on fidelity was developed. The management process was divided into three stages including determining fidelity requirements before the simulation, controlling fidelity during the simulation and making evaluation and improvement after the simulation. The process model of each management stage was built. The goal of each management activity and the relations among the activities were analyzed.Next, steps of each management activity were given to provide a guide for realizing the management goals in the practice and standardize the behaviors. The fidelity template as a tool and the effectiveness-fidelity mapping method were developed for the practice of determining fidelity requirements, controlling fidelity and other activities.At last, a case study of an airport baggage handling system was carried out to apply the developed method into the practice. The rationality of the developed method was analyzed.The developed method was suitable for logistics system simulations and was operable. It ensures the realization of the optimized balance between simulation effectiveness and simulation cost before and during the simulation and increases the effectiveness and efficiency of modeling and simulation activities continuously by forming a plan-do-check-action management cycle.
