In the rapid development and transition, China faces many sudden "Scourge" and "Man-made disaster". In recent years, frequent sudden public incidents seriously endanger public security and social stability. In the Internet era, the network has become the main channel for public opinion spewing. Network has more far-reaching and broader influence, compared with the traditional media, resulting in a "magnifying effect."
