As a new media network with its virtual, interactive features and providesanonymity to express personal opinions and emotions of the public space for Chinesecitizens. However, due to network dissemination of information based on nonlineardiffusion, so once a range of information access to people’s concerns and discussions,a single event can easily form a mass emergencies. Mass incidents network publicopinion has its own unique rules, ways of its development and regression of massemergencies differently than real space. Therefore, it requires in-depth study of thecharacteristics of network public opinion. But the face of the network group events,the government’s crisis management strategy as well as biased, the reason is tounderstand the formation and evolution mechanism of network public opinion, andtherefore can not be the right medicine to solve the problem, this paper focuses fromthe network of public opinion formation and evolution of mass emergencies Toinvestigate the mechanism the government and the media to start, how to deal withmass public emergencies.
