Research On Application Of Project Management Technology In The Exchange Activities Of Sci-tech Journals

At present，it is an irreversible trend for journals of science and technology to enter themarket. Journals of science and technology in China is in a critical period of domestictrouble and foreign invasion，the transition from the traditional media to the digit-media. Theyare impacted by reform，digital periodicals，electronic publications “collision”. Each separatedoperation will make the path of the journal development get narrower and narrower. It is theurgent need for our country to solve the problem under the strategic guiding ideology inshaping the position of the journals of science and technology in the market，how to apply thetheory and methods of project management，how to find journal management way for theconstant survive of China’s journals.In this paper，the theory and method of the system engineering and project managementare employed with the basic analysis of the topic planning，publishing，journal operationone-sided fragmented research approach of the traditional journals plus each link exchanges ofscientific journals，including project planning，publishing，journal management，brandmanagement，schedule control，cost control，human resources management and unifiedplanning，overall arrangement schedule.Regarding the three aims including the progress,costand quality，the project management concepts and technology framework in the journalexchange activities are introduced.Finally， through empirical research on forty anniversary celebration of Textile QCjournal，details is described in the exchange activities in science and technology journals，howto use project management， planning project framework， how to use the work breakdownstructure，Gantt chart，network diagram，Scurve，effective control of cost and schedule ofproject，a reasonable allocation of resources，to increase propaganda，enhance their reputation，integration of resources etc， at the lowest possible cost， in exchange for the highestpossible social value.The research indicates that the integration of the project management and technologyintroduction in exchange activities of journal is a success without effort. Before the projectimplementation，it is better for the staff to know the score including the analysis of the fundsrequired for the project，arrangement of a specific task. Progress and quality of the project in the project implementation must be effectively controlled with a comparison with “experiencevalue”， weighing the established work time to avoid “act with confusion”in theimplementation of the project.When the project problems，especially the cost of deviation wassummarized，it is necessary to find out the reasons，to provide basis for similar activities asreference. Through the master and control of the whole process of journal exchange，makethe reform of the journals so to make the step of transformation to become “calmly”a bit，positive a bit and initiative a bit，eliminating some negative emotions.
