For decades, the central heating business in China has been developing. In order to improve resource utilization, the mode of measurement has gradually transformed into metering by heat. Metering by heat requirements to install relevant devices in residence and residential buildings, the heat metering monitoring system communicate with these devices and ensure the smooth running of the whole system. With the expansion of scale, the number of devices that managed by the heat metering monitoring system will also become larger and larger. If a huge number of devices are connected to the system, how to both achieve simple management and ensure scalability is an issue that needs careful consideration.Cloud computing has been developing rapidly in recent years and is continuely applicated in various fields, the open source IaaS platform Openstack was born in this situation. By using Openstack, we can build a private cloud or public cloud platform, which is very flexible and can adapt to a variety of application scenarios.This paper presents a heat metering monitoring system based on Openstack. The entire system uses a distributed architecture. Openstack is deployed on the server cluster and multiple virtual machines run on different servers. A heat metering device communicating program will run on all the virtual machines, each of which is responsible to communicate with a specific group of devices. Messages from different virtual machines will be integrated and commands from top level will be distributed, both of them are processed by specific modules. On the one hand, this system can achieve unified management on a single server. On the other hand, arbitrary number of new servers can be added to the system at anytime, which ensures the scalability of the system. These two advantages just meet the need of large-scale devices support in the practical application of heat metering monitoring system.
