With the enhancement of energy conservation, the heating system reform has become the only way to ensure sustainable social and economic development. The country has issued many preferential policies to promote the implementation of household metering. However the current heating system is lack of metering equipment and regulation strategies.In the meantime the manual measurement practices cannot meet the requirements household heat metering. Therefore it is imperative to use remote meter reading system combining with information processing technology. The heat metering management system is not only beneficial to improve the management efficiency, but also the base of household charging settlement.This paper presents a heat metering management system to gather the user consumed heat, share the data over long-distance wireless network and implement intelligent information management. The system can be divided into four parts which are data gathering subsystem, data synchronization server, database server and Web server. The data gathering subsystem consists of the electronic heat meters and data gathering communication gateway which using M-BUS cable to communicate with the heat meters and uploading data to the upper system by GPRS wireless networks. The information management system can access to the raw data by multi-machine communication with the data acquisition subsystem, proceed analysis, generate reports and compute net loss, settle the heat charge and provide fault diagnosis function. The system also provides WEB services, with which managers and users with different data access permissions can monitor system status real-timely through the Internet and improve management efficiency.The main content of the paper includes:1. Design a data gathering device to complete the acquisition, storage and communications functions of the thermodynamic parameters, select reasonable communication ways to achieve high efficiency and performance;2. Analyze the system requirements; design data processing, data structures and data retrieval methods in accordance with the mode of the measurement system operation in order to improve the large-scale data processing efficiency and system response speed;3. Search the composition and influencing factors of the heat charge to establish reasonable charge settlement;4. Research the measurement principle and system operation rules; establish a mathematical model for fault diagnosis to provide the assistant decision.The system hardware chose LPC1763based on ARM Cortex-M3as the main chip, via the M-BUS transceiver circuit consisted of discrete components and the GPRS chip M590for data communications to greatly reduce cost. The system combines the complementary advantages of wired and wireless communications and automatically generates a variety of analysis data to meet the needs of everyday management. The charge settlement unites heating area and consumption quantity of heat and introduces the correction parameters of the environment to rationalize the cost-sharing. Intelligent fault diagnosis provides the basis for decision making. The system also has multi-level access control to prevent network attacks.
