The scale of China’s government procurement from1998to the present, the scale ofprocurement are basically doubling every year, the average savings rate in more than l0%.Government procurement has achieved some results, but is still faced with the challengeof the new situation at home and abroad. First of all, the more urgent with the increase ofthe purchasing volume of China to accelerate implementation and improve the task of thegovernment procurement system. Secondly, the Government Procurement Law ",promulgated and implemented to put a higher demand on government procurement. Itrequires reform and improve the existing rules and regulations, policy objectives, theregulatory system; to continuously improve the overall quality of management andoperations executives. The background to the development of electronic governmentprocurement information system, using a process-oriented software engineering analysismethods, the system of business processes, functional requirements are analyzed in detail.Designed an urgent need to meet the modernization of government procurement,e-government procurement information system. The function of the system covering theentire procurement process, including supplier management, procurement plans,procurement, contract management, purchase orders, procurement, payables management,and procurement data to statistical analysis. Luxi County Government e-procurement, thesystem provides a reliable and convenient platform. This article studies the procurementprocess and current situation of the Luxi County Government, to analyze the advantagesand disadvantages, practical analysis, design and implementation of a more complete andpractical e-government procurement system on this basis.
