In January2009, taxation administration archives electronic managementsystem began to be enabled, which is used mainly to solve the issues of file archiving,file management and file queries for the taxation administration archives. But thissystem is only used to manage the taxation administration archives by provincialbureau. For achieves management of local taxation bureau, an efficient archivesmanagement software to assist in the daily management of archives does not yet exist.The system is developed for this problem.Under the requirements of the Local Taxation Bureau relevant documents,combined with the daily problems encountered in archives management, and on thebasis of full investigation and analysis, this is an integrated archives managementinformation system which is full consideration Local Taxation Bureau ArchivesManagement features, make full use of the advantages of information technology, andis able to provide one-stop management of archives collection, archives filing,archives query, archives borrow, archives destruction and archives statistics.The system proposed a design concept that first creating an electronic version ofthe Archives, and then organizing the paper version of the Archives with theelectronic version as a template. In the archives collection stage, the system use avariety of methods for the electronic version of the file collection. Then according tothe electronic version, the system classify and organize the paper version and physicalArchives. In the archives filing stage, the system can automatically print the archivesinterfile item list, cover and back cover information, which improve the efficiency ofArchives organize, reduces the probability of error, also improves the integrity, consistency and security of archives data. The system uses OCR technology tointelligent identify the text of paper archives, making the computer can recognize it,so you can more easily query and use it, to a greater extent improving the value ofarchives.Using B/S structure, and combination of the MVC architecture and RESTarchitecture, it ensure the feature of high reusability, low coupling system, and easy toextend. After testing and commissioning in Shenyang Economic Development ZoneLocal Taxation Bureau, this system is proved well positioned to meet the daily workrequirements and improve the efficiency of daily Archives Management work.
