| With IBM putting forward the concept of "wisdom city" at2008, after a few years, China also gets into the construction of the "Smart City" area. Archives, meanwhile, gets into the construction of "Smart Archives" area also. Academia has discussed "Smart Archives" on the background, definition, characteristics and the overall construction. In the specific practice area, it has also seemed "Smart Archives" as a development goal and overall policy, and unfolded the construction in practice. But the researches of "Smart Archives" are relatively slow, for the core of conceptual problems have not yet formed a unified understanding, resulting in missing the strong theoretical supports in practice. Straighten out "Smart Archives" from the theory level, therefore, is particularly important.Due to the observation and understanding of the above problems, it causes the attention of the author of "Smart Archives" researches. In this paper, based on the theoretical "Smart Archives" as the main research contents, the full text is divided into introduction, body, and conclusion of three parts, mainly discussing the definition, characteristic and function of "Smart Archives", and the relation and distinction between "Digital Archives". The article deeply explores the meaning of "Smart" at first, and takes its anthropomorphic and generalized connotation. And in accordance with the "Smart" of the understanding, the article has made a definition to "Smart Archives", and defined a detailed analysis. Dubbed the "Smart" prefix archives should comply with the above the meaning of "Smart", and fit in the archives of general definition, responsibilities and tasks. The article puts forward the unique concept of "Smart Archive" view and understanding. Secondly, according to the concept of "Smart City" development and characteristics, the article sums up the five general characteristics of "Smart Archives", named as depth perception, three-dimensional interconnection, wireless ubiquitous and sustainable development, and analyses the detailed description and the essence of people-oriented for "Smart Archives". And then, based on the current technical ability and the description of the general characteristics of "Smart Archives", the functions of "Smart Archives" what it could reach has been analyzed and described, with a certain degree of imagination and vision. On the basis of general international information systems auditing standards of COBIT4.1’s maturity model, the article contrasts "Smart Archives" is a more advanced form of "Digital Archives" in conclusion. There is no essential difference between them. Finally, the prospect of "Smart Archives" has discussed, and realized the archives may lead to a series of transformation in the future. |
