| Urban construction archives are important scientific and technological archives that record the process of urban construction,transformation,development and evolution,and provide valuable reference for the rational planning and development of a city.With the arrival of the era of big data,the construction of smart cities is developing rapidly all over the world,which brings new opportunities and challenges to the construction of urban construction archives.What kind of urban construction archives management mode should be adopted in government management,to timely find out and solving the problems in the process of urban construction archives management,to actively adapt to the trend of smart city construction and to support the sustainable development of the city,has become a wide social concern.Firstly,this paper gives a literature review of the previous researches of this topic at home and abroad and an introduction of the research ideas of this paper.This paper interprets the urban construction archives theoretically,summarizes and analyses the existing characteristics,situations as well as problems of the urban construction archives management.It is believed that the existing management mode of urban construction archives has not played its due role in the construction of smart cities.To a large extent,it can be attributed to the fact that the management of urban construction archives is not a"right remedy" and that the economic development situation in different regions is different.Taking H of Guangdong as an example,as a pilot domestic smart city under construction,the infrastructure construction is still at a medium level,so the management of urban construction archives must be adapted to local conditions and not blindly.Following the trend,this paper studies the management mode of urban construction archives suitable for the construction of H Smart City.This paper is based on the new public service theory,the whole-process of archives management theory and the other archives management.The empirical analysis,case analysis,questionnaire survey and other research methods are used.Secondly,taking H Urban Construction Archives of Guangdong Province as the main research subject,based on its current situation of urban construction archives management,this paper analyses the problems it faces.It is believed that the management mode of urban construction archives in H is still relatively backward and the digitalization level is low.The work flow still follows the mode of receiving urban construction archives,cataloguing and filing,archiving and filing,and archiving and transferring.Urban construction archives are equivalent to a large warehouse for storing related materials of urban construction.Without active service,the value of urban construction archives information can not be brought into play,and living information becomes dead Archives.There is a large gap and contradiction between H Construction Archives Management and Smart City Construction.Then,on the basis of discussing the current situations and problems of urban construction archives management,this paper analyses the reasons for the disconnection between urban construction archives management and smart city construction in H City,and finds out the following problems.As far as the management mode is concerned,there are problems like backward management concepts,incomplete standard system construction of urban construction archives,lack of professional and technical talent.As far as the resource system of urban construction archives management is concerned,there are many problems in the service system of urban construction archives,such as lack of dynamic data resources based on Intelligent integration,lack of law enforcement guarantee,lack of standardization standards for digital construction of urban construction archives,and low utilization rate of urban construction archives information.As far as the service system is concerned,there are some problems that are out of line with intelligent urban construction,such as low degree of intellectualization,low degree of coordination and lack of diversified services.Finally,the countermeasures to solve the problems are put forward.Through the analysis of the countermeasures,it puts forward the innovative methods of urban construction archives management mode,and explores the urban construction archives management mode with local characteristics and actively adapt to the construction of smart cities.It is believed that the first is to build a management model of urban construction archives based on smart management,such as establishing the concept of smart management of urban construction archives,scientific planning and promoting the construction of smart laws and regulations system of urban construction archives,and building a team of smart archives professionals;the second solution is to build a resource system of urban construction archives based on smart integration,including introducing smart software and hardware facilities,defining law enforcement to ensure the intelligent collection of information resources,using large data cloud platform to drive the resource digitalization of construction and increasing the development degree of urban construction archives information;Third,we should build a service system of urban construction archives based on Intelligent services,and propose to use positive feedback closed-loop management system(PFS)to establish user feedback mechanism,build a one-stop service of urban construction archives management based on service chain,and do a good job in making a top-level design which makes urban constructions archives better serve smart city construction.The innovation of this paper lies in the application of the basic theories of new public service theory,archives management and other related disciplines,using empirical research methods,starting with the construction of urban construction archives management mode based on smart management,the construction of urban constructionarchives resource system based on smart integration,and the construction of urban construction archives service system based on smart service,and proceeding with smart management and smart integration.On the basis of service,specific construction is put forward to provide reference for the intelligent construction of urban construction archives.Through the innovation of management concept and research thinking,this paper studies the management mode,resource system and service system of urban construction archives with distinct regional characteristics,thus putting forward the literature with reference value for realizing the ultimate goal of urban construction archives management serving the construction of smart cities.The shortcomings lie in the lack of quantitative analysis of the current situation of urban construction archives management in H City and the lack of cross-sectional comparative study among cities of different levels of development. |
